Q: Does this fasten in place?

It has four slotted holes in the base where screws / bolts can be used to fasten it to a table. The slots are 0.6 X 1.5 cm. The top of the slots are recessed (1 cm deep and 1.5 cm wide) so the sliding jaw won't hit the screw / bolt.

Q: Are spare plastic jaws available?

You might be able to contact the manufacturer to see if there are.

Q: Is it strong enough to hold a golf club to put a grip on?

Probably too small, it might grip a golf ball,but seems too small for a club to me.

Q: Will this work for bending wire for fishing lures?

I would think so but the clamping action is pretty sloppy.
