Q: Would this work to remove scratches from gauge cluster without living swirls or new scratches?

Works for polishing acrylic. I do not know what a gauge cluster is. For acrylic it will reduce a scratch - will remove a fine scratch. You can buy a smaller quantity to see if it works for you.

Q: Will this work on clear acrylic dining room chairs?

I was put onto the Novus products by a gentleman who had a manufacting facility specializing in acrylic products. They usd all 3 Novus products to achieve perfection of their products. Ron

If the surface is scratched you should use #2 (or#3) to remove the scratches first before applying #1 polish. The sequence of application is #3, #2, and lastly #1.
