It's actually 31.5 by 16.5 inches.

Q: Is this safe for overnight sleep?

Yes, in my opinion. The only reason I purchased this bassinet because I knew I would be traveling and I wanted my baby to sleep in his bed. He's 4mths now and the only thing he has slept in since birth.
